Drupal 7.9
Tested both Panels 7.x-3.x-dev (2011-Oct-15) & Panels 7.x-3.x-dev (2011-Nov-02)
Did some testing and both version work fine on my 7.8 Site. Both generate corrupted select list and error in 7.9
The select list for adding a context looks like it is corrupted see attached .png. Selecting one of the choices results in an invalid context type error.

Letharion commentedI can't reproduce this error. Others have needed to clear their cache post a 7.9 upgrade to get Panels working.
Please try that, and if you still experience this issue, provide further information.

I had the same problem. And when I updated to ctools-7.x-1.x-dev 2011-Dec-10
the broblem was solved.

The context dropdown field contains following items with me: https://skitch.com/e-behets/gu12k/panels-context-field
Updated to lates dev version, run update.php, flushed cache, nothing helped.
