i am using drupal 4.7.4 and php 4.4.4

i get the following error message... also you can see the screen shot i have attached.

warning: fsockopen() [function.fsockopen]: unable to connect to api.creativecommons.org:80 in /home/shyam/public_html/drupal/includes/common.inc on line 374.

under license selection>>available licenses there are no licenses to choose from.
can anyone help??
