Might it be worth considering adding an option that would change the primary navigation into a selector for very narrow devices, e.g. phones? With some primary menus you can have so many items that it ends up wrapping & taking up a full screen height to fit everything, versus a select tag which would fit on one line.

there are js scripts out there that exactly do that. i think there is another issue about that. i lost track :)
