We need to decided what types of issues are errors, vs. whats a warning.

In drupalcs, I mark everything as an error, but I can understand why some of it should be a warning instead.

I'm thinking we create a list of all the standards and then decided on error vs. warning.

Bases the wording of the documentation on RFC2119? If so we should be able to convert the text into a rule weight.
Or is there a standards board that could define the weight of the rules?
