Ability to Grant Glossary Edit Permission to those who don't have Taxonomy Edit Permission.

I have a number of taxonomies, but only want users to be able to add to and edit the Glossary, which is wedded to a taxonomy. I think it would be helpful to have separate admin so that users can access the Glossary editing features, even if they don't have Taxonomy editing permission.
