Turn into focused check system file, UI and DB part of module

To integrate better into aggregate solutions, such as CI systems, Nagios, and the Acquia Network I think Security Review should separate the checks and core run system into a single file. The module part will provide the UI, database result storing and logging.

The core check system should be operable entirely via drush, with non-HTML specific output.
