Subscriptions only sent to Admin

Hello, I have been stuck on this issue, and I am having exactly the same problem with notifications. My site is running Drupal 6.17. I've set up Subscription module to post a specific taxonomy term. When the admin creates a new node in this term, it emails admin but no one else. Autosubscribe for all users is turned on. What am I missing about sending out emails to all users with subscription module?
