What is the proper syntax for Fallback. Something like Helvetica,Arial,sans-serif? Will the fallback fonts only show up in the CSS if they are being used (i.e. the main font cannot be displayed)? Or should that show up on regardless with the primary (font-your-face) font being listed first?

Yes, that's the proper syntax. I'm changing this to a UI task so we can make that clear in the interface. The fallback fonts only show if the main font is unavailable for some reason.
