I am re-creating a site from D6 to D7. The old site uses ubercart and has order discount total module 6.x-1.0 . This confusion is explained best on Drupal.org, as quoted from an abandoned post on "Conditional Actions":

Conditional Actions are only used in the Drupal 6 version of Ubercart. In Drupal 5, Ubercart used a module called Workflow-NG. In Drupal 7, Ubercart uses the Rules module to achieve these same results.

It comes down to old technology and terminology. Ubercart in D6 seemed to rely on CCK heavily, which doesn't transfer well in both terminology and code. It's fair to say that upgrading a D6 Ubercart site is pretty much supported by modules that steer site builders to use Drupal Commerce instead, which my client will not agree to, so where does that leave all the old commerce sites using D6 ? I tested the D6 to D7 "Commerce Migrate" module, which says it supports Ubercart, it only seems to support Ubercart fairly, in that it will upgrade your Ubercart data to Drupal Commerce almost without issue. Going D6 Ubercart to D7 Ubercart isn't fully supported. See here commerce_migrate

Commerce Migrate Ubercart, formerly a submodule, has moved to its own project. It can migrate 6.x and 7.x Ubercart stores from either the existing Drupal database or a remote database.
