phpBB user with id of 2 not being imported

I was able to successfully import all of my phpBB users except for user 2. I assume what's happening is that user 2 is being skipped since it's assumed to be the phpBB admin user. On my phpBB the admin id is 1, not 2. It seems like it's common knowledge that the admin id is 2 so I have no idea why my board is different. I've been running it for over 6 years now so maybe when I first installed it, probably with phpBB 1.x, they had the admin as 1?
