Just wondering how this may be used as an alternative to image cache? Is it used in collaboration with? Does it achieve the same thing except it lets the content editor specify an exact size at the time of adding content? Currently using Insert and the Image cache to allow users to upload, but Insert recommended looking to this module.

The answer is "yes" to all your questions. It depends on what your users want whether you should actually combine the two of them together. If you want to have preset sizes only, ImageCache alone is a better fit. If you want to allow any size at all based on the whims of your editors Image Resize Filter alone might be better. You'll likely need ImageCache elsewhere on your site, but combining them is optional.
