This issue is part of #1343658: Review project documentation

Every function at 6.x-3.x and 7.x-3.x should have Doxygen blocks.

I suggest going first with the 6.x-3.x branch submitting patches for each file (or smaller ones), and then go for the 7.x-3.x, as the functions in each of them are very similar.
