Try the Modr8 module. Very useful for exactly these types of things.

Drupal could work for this, but how about Open Journal Systems? OJS is an open source php system that allows you to manage the journal publishing process from article submission to peer review to editing to publication. And their website is built in Drupal :)

You shoudl be set with the academic point of view :)
A journal can use the conference structure if you wanted to make it academic - may be have the CC licensing(http://drupal.org/project/creativecommons_lite) or regular copyright (http://drupal.org/project/copyright) licensing with it if you want.
