Documentation for NodeStream drush commands needs to be added. Provide help sections in the same way as done in sandwich.drush.inc

This patch implements hook_drush_help().
This is useful so the user can do drush help ns-core-enable-all, drush help ns-core-devel-enable and drush help ns-core-devel-disable
