After disabling developer modules and then re-enabling them the views list page is gone for me. It's not in the menu and typing in the path directly doesn't work either. Enabling the views_ui module from the modules page manually seems to work fine.

I don't seem to recall this being an issue before, so it could be a problem with the newly released RC3 of views.

Since typing the path does not display a page I believe that this could be a issue with Views.
By the way Views is now on 7.x-3.1 stable version, can you confirm that this is still an issue.
