region--content.tpl doesn't override region--no-wrapper.tpl

Normally, the region--content.tpl.php could be used for overriding the region.tpl.php for the Content region. However, Zen is adding "region__no_wrapper" suggestion to the top of the suggestion stack, overriding both the default "region.tpl" and optional "region--content.tpl" possibilities.

Instead, Zen should put the "region__no_wrapper" suggestion on the bottom of the suggestion stack so that "region__content" can optionally override it if a sub-theme has a region--content.tpl.php file.
