I am digging the Readmes and the code but can't find a clear explanation on how to create a vocabulary.

Terms creation is clear enough, both in the 6 and 7 version.

Is this issue supposed to have resolved this issue ? If so, can we have a little explanation on how to use this ?

Yes, this is confusing when you look at that issue. If you want vocabs though, we're relying on Features module to handle that. If you have a strong argument for why Profiler should do this as well, I'm listening. :)

more than confusing ! since you committed something that seems to NOT exist ;-)

Anyways, yes features can create vocabs...
* the first reason I'd like to create at the profiler level is for convenience. Like "all in one place"
* the second is that I like the fact that I control the IDs of both the vocabs and the terms

But there is no strong argument, I was insisting because you said that you commited something... No biggy ;)
