Include patches for Activity_log & Digest default rules

As part of testing the upgrade path for #1261914: Activity stream tokens didn't work for non English language, I filed #1348770: Digests should be defined as "Default" rather than "Custom" and #1348768: Activity log rules should be defined as "Default" rather than "Custom". Let's add them to Commons until the next stable releases of those modules are out.
