Issue Summary
The french community has been very active since the beginning of this summer (we jumped from the fourth place to the second place soon ahead of Russians and Hungarians) taking down our 12000 suggestions. Further statistics of our work are available on our Glossary.
This could be possible by defining precise objectives. To get these goals, I put in place a crawling script to get an overview of the french translation status, here's the resulting Google Document : https://docs.google.com/spreadsheet/ccc?key=0ArCH5yCq5SGidHp1V01mZ08wSm5...
Each cell is a link to the appropriate search on localize.drupal.org/translate/languages/fr/translate. Projects are ordered by usage position by default, but they can be sorted by suggestions/untranslated/etc. number. D6 and D7 columns represent the number of untranslated strings in the last release of each core version.
There's also a second sheet for the number of suggestions by user (not up to date).
This document have been very helpful to take down the big number of suggestions we had, and will be helpful to focus on the top contributed modules to translate.
Now, I know crawling is bad, and I want to share this work with others so I couldn't find a better way to suggest a submodule for l10n_server. Why a submodule? Others projects than Drupal could leave it disabled if they do not find it useful.

Sounds like a good idea. We already have some stats and we could theoretically move some/all of those stats to this module. However, looks like we need to get in the major core version identification/filter first?

Yes that would be easier. I'll guess I'll have to work on #627838: Add core compatibility version filter first
