Input format should default to Full HTML, and input format form element should appear below Ad HTML element

When building an HTML ad, it's easy to miss that you need to set an input format.

Most admins will assume that since they are creating an HTML Ad, the format would be Full HTML. Can we set the default value to Full HTML?

Also - since the input format for a field usually appears below the field in question, can we move the input format field to within the HTML fieldset, and below the Ad HTML field?
