What format are they in and how does it differ from what's in phone.it.inc?

They have less digits.

Eg:
normal Rome landline number: (+39) 06 ABCD EFGH (prefix + 8 digits)
Rome switchboard number: (+39) 06 ABCD (prefix + 4 digits)
