Always hosted my own servers but have the urge to go virtual.
I have a few dozen web customers and we are focusing on Drupal for all new sites.
The total server load is small. <20GB storage, <100GB per month. load average < 0.50 on a modest AMD 64.
I am using VHCS2 now (not entirely happy experience) and want a cPanel WHM like capability. I get the impression that means Apache 1.3.x, PHP4, MySQL4. Can I be agnostic about LAMP versions with Drupal? Can I get the latest versions and cPanem/WHM? Do I want the latest versions or do I suffer from some bleeding edge syndrome?
I was impressed with onthespothosting.net until I could not reach their web site for a few hours last night. Failover sounds neat but it also sounds like performance with a discrete MySQL server may not be so hot. They may not be honoring pings faithfully, packets lost on just-ping.com are alarming. Serverbeach has good uptime and response time stats recently; is that likely a passing phenomena?
I've read forums until my eyes turned glossy. I think I can now discern the spam but ...
My initial budget was $100/mo. Shared reseller hosting seems available for $20 to $40 but I have read so many horror stories and so much spam I don't know what to believe.
Anyone blog their experiences with drupal and web hosting companies?

You might want to check out
You might want to check out ServInt.net's basic VPS @$49 per month for 10 gb space, 300GB bandwidth, 256mb guaranteed RAM burstable to 1 GB or so. I am running multisite installs of drupal using WHM/cpanel and although I am only just building up my sites, everything has been stable so far. They have an excellent reputation, and so far, they have been living up to it:

I second that but...
I second that but I've had issues with them making changes to my server without asking or letting me know (changing FTP settings, resetting accounts, etc). Otherwise their service is great.

I am curious about that,
I am curious about that, cultiv8. I have had my moments of exasperation with them, too, but they run such a solid service that I wouldn't dream of hosting elsewhere, at least for now.
Could you share more details without giving away too much?
A lot of hosts are offering
A lot of hosts are offering PHP5 and MySQL5 now, however some of them do still offer PHP4 and MySQL4. With those requirements and your budget, you should have no problem finding a suitable web host for your drupal web sites.
