Admin is logged out when trying to create a new user at admin/people/create [#1351634]

Found a similar issue in the Drupal for Facebook issue queue: #1265222: "Add user" fails when admin user is connected to Facebook

I can't confirm this problem. New users are created just fine for me when FBOAuth is enabled. Are you sure that FBOAuth is responsible for logging out the admin user?
