I changed the display style to tabs to the main OG Panels variant and I get a tab appearing over every variant and in my sidebar block instead of one horizontal tabbed menu one across the top. Can you tell me what I am doing wrong?

Maybe this module isn't meant to provide a horizontal menu that includes every variant across the top like what exists for groups.drupal.org?
