In the README.txt it says:

Plugins are available to enhance FL3's functionality. See USERS.txt for a description of the available plugins, and DEVELOPERS.txt for the developer's guide.

I could not find a USERS.txt or a DEVELOPERS.txt, but there is a PLUGIN.txt that contains text that I think should be the one that refers to DEVELOPERS.txt
