Do you mean "Enable App"? A have the same trouble with the Blog app.

Yes, still an issue. If one or more dependencies is missing, an app will fail to install and give the message "[App name] App Not Enabled". #1611888: Can't Enable Rotating Banner App is an instance of this issue.
