Taggin has to be updated to 6.x-3.1 to avoid warnings ("The installed version of at least one of your modules or themes is no longer supported. Upgrading or disabling is strongly recommended!")

Note, Noyz and user feedback suggested we not enable this widget by default as it's actually confusing, rather than useful. Changing the issue title to reflect that.

Updates tagging to 6.x-3.2. Installation profile altered to no longer install it during site installation. Variables for tagging remain unchanged and inside commons_core.
Testing shows it works fine - no visual changes.
