White screen on adding selection rule to page template when admin option is enabled

Hi all,

In PE version 1.1, when I enable the "Enable Panels Everywhere site template for the admin theme" option, and I go to my default site template to add a selection rule, the page goes blank. It doesn't really look like a WSOD, nothing in the watchdog and the site continues to function, but a white screen nontheless. Selection rules cannot be added anymore. When I uncheck the "Enable Panels Everywhere site template for the admin theme" setting, things return back to normal.

In PE version 1.x dev, the above doesn't happen, I can check the "Enable Panels Everywhere site template for the admin theme" and still manage selection rules. However, no template seems to be used for admin pages. Basically, it seems like checking the option has no effect at all. When I create a site_template, with a URL based selection rule (admin, admin/*) and position it on top of the order, it doesn't get used.

Looks like a bug...
