I checked and it all seems to work fine. I tried 2 ways. I un-checked "Use the default shortcut icon." Next I just added the path favicon.ico and then I was able to see my xampp favicon from my localhost install. Then I uploaded a favicon.ico and that worked also.
Remember that you can change that for each theme you have enabled. I have Seven for my admin theme so I won't see the change there unless I make the change in Seven settings too.
Sometimes the favicon is slow to show. I had to close my Drupal tab in Firefox and re-open it to make the change show.

reg commentedI'm a developer so things like FireFox caching etc. I had eliminated before raising this issue. I'll dig a little further when I have time and see where the problem is coming from.

mermentau commentedI checked 4 installs that I maintain and using the file upload feature they show in Chrome and Firefox fine. IE8 is just too crazy to consider for this. Could you try to duplicate your problem using Bartik?

reg commentedYes, like I said, when I can I'll dig into it... I'll let you know exactly what is the cause. It could just be something with a particular module I'm using that is interacting with your theme in some weird way or something.
