A recent naming change for panels handlers breaks the cache actions rules

We recently changes the name of the exported panels handler definitions from *_panel_context_n to a real machine name to avoid conflicts. unfortunately, that turned out to break a lot of rules that was still pointing towards these panels. A fix needs to get in soon.
