The simple test Messaging_API_Tests is broken with the error:
Cannot redeclare drupal_mail_wrapper()

If you hit the error class not found then see this issue: #1351748: Autoload classes not found on enable

Marked as major as new patches cannot be tested against the existing tests if they are broken.
