I recently came across an issue with duplicate javascript blocks going on the page when calling theme('closure') in template_preprocess_page().

I added a static var on my copy to test and prevent running the function more than once. Could this be added to the project in googleanalytics_footer()?

There is no bug in this module. You need to find the broken module used in your site.
