Issue Summary
When I try to add avisibility rule to a pane, I select add new rule -> User: Flag friend. Then I beleive I should see some settings, but instead, I just see Add and Remove buttons. If I click either one of them, nothing happens.
I am attaching a screenshot.
Using Ctools 7.x-1.0-rc1 and Panels 7.x-3.0-alpha3...
