Forgive me for asking what may seem a common question, but I noticed there has been a greatly needed improvement in permissions control over the user Contact forms within the documentation for Drupal 7:

That is, we will finally be able to set who may use the user Contact form by role. As I cannot upgrade some of my production sites to Drupal 7 just yet, is there a module to provide this permission control inside Drupal 6? Thanks for your time!

A little confused by your question are you saying you are able to set permissions control over the user Contact forms for Drupal 7 but not for Drupal 6. If yes??
In your Drupal 6 Site Navigate to the Permissions page (Administer > User management > Permissions)

In Drupal 6, there are permission controls over the site-wide access form only. What I am looking for is a way to limit access to the USER contact form connected to Profiles by role such as is found in Drupal 7. Better yet, some way to set limits to how many times someone may activate the USER contact form within a given period.
On some of the community sites I'm managing there have been an increasing amount of abuse of these forms coming from those with recently verified accounts. There doesn't seem to be any way to control access to those once an account has been verified, so I'm to the point of deactivating the CONTACT module within those sites until a better means control can be established. I have Mollom installed and that has - thankfully - been catching the majority of it. But I see no other choice in keeping normal users happy!
