Date of birth date format doesnt change

1.Changing the date format in Birth day is ineffective
2."Display dates using the Short (02/12/2011 - 17:07) format
Display both Start and End dates
Show all value(s) starting with earliest, ending with latest" what does this mean,
if this means display sort order, then it is not working
