I think it just that you haven't install the drupal 7 files correctly. Make sure they are all in place.

That looks like it is truncated. Look at the full message under Administration > Reports > Recent Log Messages, directly from the watchdog table, or from your http error log.

It does sound like you might have an installation problem.
