Add a new [test.exclude.directory] parameter to reviews

PIFR should be able to exclude certain directories from a given review. This would be useful for things like Coder reviews on Drupal core, which throws a number of assertions for code within the Symphony directory, which does not (nor ever will, I suspect) conform to the Drupal Core coding standards.
