Is "Domain block 7.x.2.0" compatible with "Domain Access 7.x-3.x" ?

If not, is there a 7.x-3.x version?

It is not however there is a 7.x-3.x release coming soon or at least dev branch. I'm planning on getting back to this and other modules I maintain at the end of this week.
