Issue Summary
It is suggested that on a node-by-node basis (at the time nodes are submitted for publication) the user be able to select from among the available copyright notices, so that when that node is displayed on the page, the corresponding copyright notice is given. The facilities today appear to be too coarsely defined to allwo this.

I just discovered this that might help...
Content Types \ Edit the Page type \ Allow copyright selection: Enable
Now when I edit a node of type Page, I get a pick list of the available copyrights. "Exactly what I always wanted!"

If you enable the selection of a license (just like mdlueck says), then copyright module does exactly what you ask for, no? If not, I don't understand your problem.
Setting it as needs more info.
