If I read it right, this Tax rate setting lets me specify the VAT to include in my created products. I'm assuming this has been updated to work with the new manner of calculating this (I think it was pre 1.0, storing just the tax rate name in the product price's data array). The help text could be clarified, though, as you can't just select any tax rate defined on the site.

How about, "Select a display inclusive tax rate to set on the product prices in import." That still feels too technical, to be honest. I'm trying to convey the idea that these products will be created with prices including the tax a little better.

Ok, to get a little context here, this is the base patch (I altered a little so it only accepts inclusive taxes) that got into commerce feeds #1202916-12: Assign default tax to price imports., probably it needs some rework and for sure a better description.
