Is it not possible to subscribe other users to a content type at all under any circumstances? Even as user 1 I cannot access /user/XXX/notifications/add or find any way at all of setting up notifications for my users.

I've spent quite a few hours looking through all options, googling etc & I find it hard to believe this cannot be done.
