Adding nodes doesn't create comments

I have seen that some of the users cannot send any node with read/write comments.

The default comment mode in all the types of nodes is read/write, but when those users make a node it have the comments disabled.

Also I have seen the following situations:
- If a group of users have administration of comments and administration of nodes permissions both enabled, they can make nodes with read/write comments.
- If a group of users have administration of comments and administration of nodes permissions both disabled, they can make nodes with read/write comments.
- BUT, if a group of users have administration of comments permission disabled and administration of nodes permission enabled, they only can make nodes with comments in disabled mode.

I think it shouldn't happen.
