Add requirements to sort info

Based on the use case illustrated in #1361284: Add the ability to sort taxonomy facets by their term weight, it would be helpful to add the requirements system to the sort items so certain sorts are available to a sub-selection of facets. In this case, only add the taxonomy weight sort to facets indexing taxonomy terms.
