There are several places the settings page sensibly be placed:
- Configuration > Taxonomy titles (where it is now)
- Configuration > Search and metadata > Taxonomy title (where page title settings are)
- Structure > Taxonomy > Titles (closer to what it's affecting)

I'd love to get some feedback on where people think the settings page should live.

Moved settings under "search and metadata" since that is where people will be accustomed to finding all other SEO related modules.
