Restore has no effect, not showing in logs

I am trying to a) upgrade my site to D7 and b) move to a new server. I can't upgrade on my old server because the PHP version is too old. So on the new server I set up a clean D6 site and have attempted numerous times to restore using the database backed up with B&M on the old site. Each time, nothing at all happens.

I have already moved over all my modules and files.
I changed the database prefix to match the B&M restore file.
I set the permissions so that as admin I can do everything.
I can see that the file is being uploaded.
I upped the memory in php.ini.
When I look in the logs, there is no entry whatsoever for the restore.

Strangely, this worked a couple of days ago, but for other reasons I took down that site and started over. What on earth could I be doing wrong?
