do we need to limit file downloads to users with accounts?

it is possible to sell to anonymous users, but the email confirmation has no link to download the file. Is this intentional, or a bug?

the email says that thee customer will be notified when the product has shipped. It's definitely not going to ship. what am i missing that i should know about this?
