Interwiki intro text falls out of fieldset

As described in the Forms API reference, markup items need to be wrapped in div or p tags to avoid falling outside the collapsible fieldset.

Currently, the text in the filter settings form is displayed when the interwiki fieldset is collapsed, and on top of the fieldset below, which really messes up the page.
