Add permission 'administer contacts'

Description
I think the contact administration page should not fall below the 'administer site configuration' permission:
1/ It sits under "Site building", not "Site configuration"
2/ It should be possible to have someone administer the contacts without being able to administer all other options the 'administer site configuration' permission provides.

It's a good idea, and could still make it into Drupal 6 as a usability improvement, but needs a re-roll.
