The download system should have a standard return value among all its functions. It should return the download location on success, or FALSE on failure.

Edit: Related to #1267228: Drush Make should use Drush core's native download abilities concurrently.

This is needed for #542940: [meta] Support for downloading libraries via Composer and I think it needs a backport to the Drush Make project for 4.x.
