To achieve more consistency as well as flexibility, I suggest replacing the current global settings form by a per node settings form, located in or close to the "comment settings" fieldset at admin/content/node-type/%type.

I am ready to provide a patch with the necessary changes on request within a short time. This would also include backward compatibility, i.e. convert the existing global settings for each node type that is configured activate at update time.

I think the settings that allow quoting need to be separated rather than applying to comments and nodes at the same time. That way you can allow comments to be quoted but not the nodes, and vice versa. Use case: allow all comments to be quoted, but only certain node types - eg forum or blog nodes.
